This ARK RN position is located in Nursing Service at the White River Junction (WRJ), VT location. The WRJ ARK/CIS (Anesthesia Record Keeping/Clinical Information System) manager is the project manager for clinical information systems throughout the WRJ VAMC (VA Medical Center). The position utilizes clinical expertise to optimize utility of ARK/CIS software applications and effectively influences practice regarding electronic documentation issues that directly impact patient care delivery. This position develops and administers a plan to maintain computer competence of staff utilizing CIS. The position leads and facilitates WRJ VAMC HCS (Healthcare system) task forces/committees related to the evaluation, selection, implementation, and operations/maintenance of ARK/CIS applications. The incumbent manages a portfolio of projects and works independently and responds to requests for information and support from all levels of the organization, to include VACO (VA Central Office), VISN and WRJ leadership. The incumbent is responsible for the identification of information needed to manage critical aspects of field operations. The incumbent helps develop and implement systems to assist the VAMC in providing oversight of critical functions. This position is the leader and facilitator for quality patient care and electronic record documentation utilizing clinical information systems. The position works with all levels of staff and different departments, to include collaborative efforts with other professionals, Clinical Engineering, Clinical Application Coordinators, Nursing Informatics, Quality Management, the Office of Health Information, and Office of Information and Technology (OIT) department and contracting departments. The position provides leadership in improving patient care, maintaining standards of care, and directing and teaching personnel in a variety of settings. The incumbent works under the supervision of the Associate Chief Nursing Service, Quality and Performance. The supervisor provides administrative direction in terms of broadly defining mission or functions. Within these broad areas of directions, the incumbent has responsibility for the planning, design, and implementation of projects, and for collaborating with experts outside of WRJ VAMC HCS. The incumbent makes extensive independent technical judgments concerning the interpretation and implementation of existing policy. The incumbent is regarded as a lead technical authority for the agency in data related to specific content areas. Analyses, evaluations, and recommendations developed by the incumbent are reviewed by management officials for decisions on broad objectives and program goals. Findings and recommendations are normally accepted without significant change. The incumbent keeps leadership at VACO, VISN (Veterans Integrated Service Network), and VAMC apprised of the status of issues, projects, and actions. The ARK Coordinator will provide back-up to the Clinical Informatics RN and support at the unit level and the service level. A key aspect of the role will be providing leadership in tracking, analyzing, and trending process activities in performance metrics for patient care and nurse-sensitive indicators. She/he serves as the alternate VANOD (VA Nursing Outcomes Database) Coordinator and resource person and will serve as consultant for problem solving in nursing informatics and IT systems issues. The ARK Coordinator will serve as a representative on medical center/service committees. This position will work with the VISN ARK Coordinator in collaboration with others to facilitate the successful deployment and implementation of the system at WRJ. This person will then be responsible for maintaining, training and troubleshooting the ARK.
