VAMC Lebanon's Surgery Service line is seeking a Physician Assistant to serve as Surgery Operations Manager. The incumbent serves as staff advisor within the Surgery Care Line (SCL). As such, participates in the decision-making process for clinical operations and other considerations within SCL. The Operations Manager is located in the Office of the Associate Chief of Staff (ACOS), Surgery Care Line within the Lebanon VA Medical Center (LVAMC). The Operations Manager serves the SCL as the coordinator, advisor, analyst, and administrative planner for the delivery of the healthcare services during the perioperative process. The incumbent serves as a staff advisor within the Surgery Care Line (SCL). As such, participates in the decision-making process for clinical operations and other considerations within SCL. Incumbent assists in the design, implementation, modification, and maintenance of clinical operations, and quality management programs. Incumbent applies specialized knowledge of health care management to the staff in LVAMC Surgery Care Line, and supervises administrative employees within the clinical functional unit. The Operations Manager is responsible in the provision of continuity between Lebanon VA Medical Center Surgery program activities, for researching and interpreting internal and external policies, directives, survey standards and regulatory requirements. Incumbent will monitor Lebanon VA Medical Center Surgery program activities including review and reporting of all workload statistics and program functions. The incumbent works collaboratively with nursing leadership, anesthesia, and other clinical support services, ensuring operational efficiencies and Veterans' centric quality surgical services. Duties and Responsibilities of this position include but are not limited to: Analyzes and evaluates situations requiring the ACOS's personal action, develops management options and advises the ACOS Surgery of the consequences of each. Using extensive knowledge of VHA clinical programs and operations, the incumbent advises the ACOS Surgery on interpretation of policy, and in reconciling policy interpretations and program difference. Represents VHA and the ACOS Surgery: at various meetings, both internal and external. Presents the views and positions of the ACOS Surgery, but does not commit to policy decisions and changes unless they have been cleared by the ACOS Surgery. Completes special assignments on behalf of the ACOS Surgery to assure continuous administrative direction and staff support for Surgical Care Service Line. Identifies and develops data required for use in the management and direction of programs. Develops a thorough, comprehensive knowledge of surgical programs that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of individual circumstances, resources and personnel. With use of a broad background in health care delivery, is also able to function as advocate for assigned projects. Resolves problems through personal contacts, obtains expedited decisions on urgent matters, and otherwise assists in obtaining responsive action to requests. Keeps abreast of current developments and trends in health care delivery and administration. Assesses current and proposed policies and procedures and identifies aspects which make such policies unrealistic or unworkable. Develops programs to insure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services as well as operational efficiency. Tailors program management strategies and techniques to fit the operations, culture and interests of the service line operations and staff. Develops policy guidance and information to facilitate participation in important program initiatives. Develops reporting procedures, sampling techniques, and measurements at various points to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Develops indicators to provide objective evidence of the effectiveness of processes/quality indices. Monitors quality indicators designed to prevent inefficiencies and/or ineffective work practices and to verify adherence to quality plans and requirements. Investigates and analyzes adverse quality trends or conditions and initiates corrective action. Consults with staff and managers to identify opportunities for quality/process improvement. Assists staff to develop and implement quality management plans. Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality. Assists managers and staff in identifying areas with potential for significant quality/efficiency improvement. Facilitates innovative application of best practices and operations management methods. Performs other duties as assigned.
