Carl Vinson is seeking a Registered Nurse (RN) to serve as Deputy Associate Director Patient Care Services (DADPCS) for Nursing. This position is eligible for the Education Debt Reduction Program (EDRP), student loan payment reimbursement program. Info below in Duties section. This announcement will remain open until filled. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Proven leadership with 5-8 years of progressive nursing leadership experience is preferred. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. The Deputy Associate Director for Patient Care Services (DADPCS) reports directly to the Associate Director for Patient Care Services (ADPCS. Listed below are some duties but not all of them: Provides coverage, and is the spokesperson for nursing in the absence of the ADPCS. She/he functions as a member of the senior executive leadership team of the organization for strategic planning, organizational assessment, and program development. The DADPCS has responsibility for ensuring the continuous and timely availability of quality nursing services. She/he provides senior leadership and oversight for daily clinical and administrative operations within nursing as directed by the ADPCS. The DADPCS has overall management of nursing practice regardless of the line-authority within the facility. The DADPCS is the catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. She/he champions a High Reliability Organization with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness. Provides executive leadership and direct supervision to Chief Nurses for ADPCS service lines and Clinical Programs. The DADPCS further provides oversight for all nursing practice regardless of line authority. Responsible for assessing and recommending the allocation of human and material resources, in determining staffing levels using NHPPD or other models in areas not yet under HPPD, managing overtime, and provides leadership and guidance in the recruitment and retention of nursing staff. Serves as the Staffing Methodology subject matter expert and resource for the facility. Acts as the liaison regarding nursing practice for non-nurse supervisors. Ensures competencies are reviewed to remain current and updated as needed based on changes in patient/staff needs. Ensures competency verification is completed on each employee annually. Has substantial and continuing responsibility for planning, organizing, directing, and controlling service-wide infrastructure issues which include overall operation of the service, responding to internal and external communications, maintaining knowledge of and communicating standards of nursing practice and patient care, and developing systems to enhance overall operations and communications within the service. Has significant medical center and service policy responsibilities in the development and refinement of processes to meet the needs of the medical center. Ensures processes are in place for continued accreditation/survey readiness. Is primary Nursing representative for site visits and internal compliance rounds (i.e., environment of care rounds). Provides executive leadership in support of Carl Vinson VAMC attaining and maintaining recognition as an HRO and promotes a culture of shared governance, psychological safety and excellence. Is responsible for proposing and managing the overall budget for Nursing Service. Prepares recurring professional reports, demonstrates and coaches subordinate Chief Nurses in use of data driven decision making and presenting data in a value-added manner. Research and evidence-based investigations are matrixed into responsibilities, as the incumbent reviews nursing studies and facilitates implementation and publicity related to outcomes.
